libraries/qt6: Updated for version 6.8.3.
- moving to branch 6.8.x
applying upstream patches for CVE-2025-10728, CVE-2025-10729,
CVE-2025-23050, CVE-2025-3512, CVE-2025-4211, CVE-2025-5455,
CVE-2025-5683, CVE-2025-5992, CVE-2025-6338.
- using gcc instead of llvm
- new dependency llvm-opt, since qdoc and qtools require clang >= 17
- adding new default options
QT3D=ON, Qt 3D module
QTWEBENGINE=ON, Qt WebEngine module
QTGRPC=OFF, build without Qt GRPC module
- using /usr as qt prefix instead of using /opt/qt and ld.so.conf
- turning off FEATURE_no_direct_extern_access
- new maintainer
