s390x/kvm: Rework priv instruction handlers
The current implementation uses the second byte of the instruction to identify the instruction handler. This is not sufficient to support instructions not starting with 0xb2. This patch adds separate handlers for 0xb2, 0xb9 and 0xeb to be able to support the full instruction set.
