hw/arm/xlnx-versal: Include missing 'cpu.h' header
include/hw/arm/xlnx-versal.h uses the ARMCPU structure which
is defined in the "target/arm/cpu.h" header. Include it in
order to avoid when refactoring unrelated headers:
