linux-user: define TARGET_ARCH_HAS_KA_RESTORER
Sparc as an extended sigaction structure containing
the field ka_restorer used in place of sa_restorer.
Define TARGET_ARCH_HAS_KA_RESTORER and use it
with sparc.
