QemuOpts: add conversion between QEMUOptionParameter to QemuOpts
Add two temp conversion functions between QEMUOptionParameter to QemuOpts, so that next patch can use it. It will simplify later patch for easier review. And will be finally removed after all backend drivers switch to QemuOpts.
