Sync notifier tweaks (#2327)
* Micro-optimisations, lock fixes
* Refactor `SharedUsers`
* Reuse map to reduce allocations/GC pressure
* oh yeah, initialise it
* Leave room for the user ID we'll no doubt append afterward
