The `-zapwallettxes` functionality has been removed in v0.21.0 (see commit 3340dbadd38f5624642cf0e14dddbe6f83a3863b / PR #19671), with the parameter being kept as hidden option, to inform users via an exit error that `abandontransaction` should be used instead. As any guides that still suggest to use `-zapwallettxes` would refer to a Bitcoin Core version that is EOL since many years (i.e. <= v0.20.x), it is highly unlikely that the error caused by the option is still relevant for any user, hence it seems fine to remove it now.
2023-04-19move-only: Extract common/args and common/config.cpp from util/systemTheCharlatan
This is an extraction of ArgsManager related functions from util/system into their own common file. Config file related functions are moved to common/config.cpp. The background of this commit is an ongoing effort to decouple the libbitcoinkernel library from the ArgsManager. The ArgsManager belongs into the common library, since the kernel library should not depend on it. See doc/design/libraries.md for more information on this rationale.

This increases OUTPUT_GROUP_MAX_ENTRIES to 100 which means that OutputGroups will now be up to 100 outputs large, up from previously 10. The main motivation for this change is that during the PR review club on #17824 [several participants signaled](https://bitcoincore.reviews/17824.html#l-339) that 100 might be a better value here. I think fees should be manageable for users but more importantly, users should know what they can expect when using the wallet with this configuration, so I also tried to clarify the documentation on `-avoidpartialspends` and `avoid_reuse` a bit. If there are other additional ways how or docs where users can be made aware of the potential consequences of using these parameters, please let me know. Since we want tests to run quickly, and since tests do a lot more db operations than expected we expect to see in actual usage, we disable sqlite's syncing behavior to make db operations run much faster. This syncing behavior is necessary for normal operation as it helps guarantee that data won't become lost or corrupted, but in tests, we don't care about that.

This change should be targeted for 0.21.0. It's a bug fix and simplifies behavior of the #15937 / #19754 / #15454 features added in 0.21.0.

Tests are updated to be started with -wallet= if they need the default wallet. Added test to wallet_startup.py testing that no default wallet is created and that it is loaded if it exists and no other wallets were specified.

Add WalletClient interface so node interface is cleaner and don't need wallet-specific methods. The new NodeContext::wallet_client pointer will also be needed to eliminate global wallet variables like ::vpwallets, because createWallet(), loadWallet(), getWallets(), etc methods called by the GUI need a way to get a reference to the list of open wallets if it is no longer a global variable. Also tweaks splash screen registration for load wallet events to be delayed until after wallet client is created.

This PR introduces a new parameter `-maxapsfee` (max avoid partial spends fee) which acts on the following values: * -1: disable partial spend avoidance completely (do not even try it) * 0: only do partial spend avoidance if fees are the same or better as the regular coin selection * 1..∞: use APS variant if the absolute fee difference is less than or equal to the max APS fee For values other than -1, the code will now try partial spend avoidance once, and if that gives a value within the accepted range, it will use that. Example: -maxapsfee=0.00001000 means the wallet will do regular coin select, APS coin select, and then pick AKS iff the absolute fee difference is <= 1000 satoshi.
