Pull request description:
Remove `fees.h`, `errors.h`, and `spanparsing.h` from the util library. Specifically:
- Move `Split` functions from `util/spanparsing.h` to `util/string.h`, using `util` namespace for clarity.
- Move remaining spanparsing functions to `script/parsing.h` since they are used for descriptor and miniscript parsing.
- Combine `util/fees.h` and `util/errors.h` into `common/messages.h` so there is a place for simple functions that generate user messages to live, and these functions are not part of the util library.
Motivation for this change is that the util library is a dependency of the kernel, and we should remove functionality from util that shouldn't be called by kernel code or kernel applications. These changes should also improve code organization and make functions easier to discover. Some of these same moves are (or were) part of #28690, but did not help with code organization, or made it worse, so it is better to move them and clean them up in the same PR so code only has to change one time.

This method was introduced as a pre-requirement for the v2 transport
protocol back then (see PR #14047, commit 463921bb), when it was still
BIP151. With the replacement BIP324, this is not needed anymore, and
it's also unlikely that any other proposal would need to negate private
keys at this abstraction level.
(If there is really demand, it's trivial to reintroduce the method.)

There are no changes to behavior. Changes in this commit are all additions, and
are easiest to review using "git diff -U0 --word-diff-regex=." options.
Motivation for this change is to keep util functions with really generic names
like "Split" and "Join" out of the global namespace so it is easier to see
where these functions are defined, and so they don't interfere with function
overloading, especially since the util library is a dependency of the kernel
library and intended to be used with external code.

Since the kernel library no longer depends on the system file, move it
to the common library instead in accordance to the diagram in
doc/design/libraries.md.

libsecp256k1's secp256k1_schnorrsig_sign only follows BIP340 exactly
if an aux_rand32 argument is passed. When no randomness is used
(as is the case in the current codebase here), there is no impact
on security between not providing aux_rand32 at all, or providing
an empty one. Yet, for repeatability/testability it is simpler
to always use an all-zero one.

The code before the fix only checked the length of R value of the last
signature in the loop, and only for equality (but the length can be
less than 32)
The fixed code checks that length of the R value is less than or equal
to 32 on each iteration of the loop
The BOOST_CHECK(sig.size() <= 70) is merged with sig[3] <= 32 check,
and BOOST_CHECKs are moved outside the loop, for efficiency

This enables the schnorrsig module in libsecp256k1, adds the relevant types
and functions to src/pubkey, as well as in higher-level `SignatureChecker`
classes. The (verification side of the) BIP340 test vectors is also added.

Pull request description:
This adds a limited implementation of `HKDF` (defined by rfc5869) that supports only HMAC-SHA256 and length output of 32 bytes (will be required for v2 transport protocol).
This PR also includes a method to negate a private key which is useful to enforce public keys starting with 0x02 (or 0x03) (a requirement for the v2 transport protocol). The new `CKey::Negate()` method is pretty much a wrapper around `secp256k1_ec_privkey_negate()`.
Including tests.
This is a subset of #14032 and a pre-requirement for the v2 transport protocol.

When creating signatures for transactions, always make one which has a 32 byte or smaller R and 32 byte or smaller S value. This results in signatures that are always less than 71 bytes (32 byte R + 32 byte S + 6 bytes DER + 1 byte sighash) with low R values. In most cases, the signature will be 71 bytes.
Because R is not mutable in the same way that S is, a low R value can only be found by trying different nonces. RFC 6979 for deterministic nonce generation has the option to specify additional entropy, so we simply use that and add a uin32_t counter which we increment in order to try different nonces. Nonces are sill deterministically generated as the nonce used will the be the first one where the counter results in a nonce that results in a low R value. Because different nonces need to be tried, time to produce a signature does increase. On average, it takes twice as long to make a signature as two signatures need to be created, on average, to find one with a low R.
Having a fixed size signature makes size calculations easier and also saves half a byte of transaction size, on average.
DUMMY_SIGNATURE_CREATOR has been modified to produce 71 byte dummy signatures instead of 72 byte signatures.

When extra entropy is not specified by the caller, CKey::Sign will
now always create a signature that has a low R value and is at most
70 bytes. The resulting signature on the stack will be 71 bytes when
the sighash byte is included.
Using low R signatures means that the resulting DER encoded signature
will never need to have additional padding to account for high R
values.

This patch removes the need for the intermediary Base58 type
CBitcoinAddress, by providing {Encode,Decode,IsValid}Destination
function that directly operate on the conversion between strings
and CTxDestination.

Make sure that chainparams and logging is properly initialized. Doing
this for every test may be overkill, but this initialization is so
simple that that does not matter.
This should fix the travis issues.

Add a sanity check to prevent cosmic rays from flipping a bit in the
generated public key, or bugs in the elliptic curve code. This is
simply done by signing a (randomized) message, and verifying the
result.
