doc: Updating docs from autotools to cmake

replaced --enable-debug with -DCMAKE_BUILD_TYPE=Debug in developer-notes
replaced --enable-multiprocess with -DWITH_MULTIPROCESS=ON
replaced --disable-zmq with -DWITH_ZMQ=OFF
