[Win] Update fontconfig's cache when initializing libass. Helps with ticket 12023.
When using fontconfig, calling ass_set_fonts with update=1 is the proper way,
documented in ass.h
Done only for Windows at this time as no problems were reported on other
platforms and this could destabilize them too close to a release.
