"hw/mips/cpudevs.h" contains declarations which are specific
to the MIPS architecture; it doesn't make sense for these to
be called from a non-MIPS architecture. Move the declarations
to "target/mips/cpu.h".

Previous implementation of MIPS cp0_timer computes a
cp0_count_ns based on input clock. However rounding
error of cp0_count_ns can affect precision of cp0_timer.
Using clock API and a divider for cp0_timer, so we can
use clock_ns_to_ticks/clock_ns_to_ticks to avoid rounding
issue.
Also workaround the situation that in such handler flow:
count = read_c0_count()
write_c0_compare(count)
If timer had not progressed when compare was written, the
interrupt would trigger again.

We use the user_ss[] array to hold the user emulation sources,
and the softmmu_ss[] array to hold the system emulation ones.
Hold the latter in the 'system_ss[]' array for parity with user
emulation.
Mechanical change doing:
$ sed -i -e s/softmmu_ss/system_ss/g $(git grep -l softmmu_ss)

In order to avoid warnings such commit c0a6665c3c ("target/i386:
Remove compilation errors when -Werror=maybe-uninitialized"),
replace all assert(0) and g_assert(0) by g_assert_not_reached().
Remove any code following g_assert_not_reached().

Since commit a0e61807a3 ("qapi: Remove QMP events and commands from
user-mode builds") we don't generate the "qapi-commands-machine.h"
header in a user-emulation-only build.
Extract the QMP functions from cpu.c (which is always compiled) to
the new 'sysemu/mips-qmp-cmds.c' unit (which is only compiled when
system emulation is selected).

This support was limited to the Malta board, drop it.
I do not have a machine that can run VZ KVM, so I am assuming
that it works for -M malta as well.
