2017-12-13	xilinx_spips: Move FlashCMD, XilinxQSPIPS and XilinxSPIPSClass	Francisco Iglesias
	Move the FlashCMD enum, XilinxQSPIPS and XilinxSPIPSClass structures to the header for consistency (struct XilinxSPIPS is found there). Also move out a define and remove two double included headers (while touching the code). Finally, add 4 byte address commands to the FlashCMD enum. 	Header guard symbols should match their file name to make guard collisions less likely. Offenders found with scripts/clean-header-guards.pl -vn. Cleaned up with scripts/clean-header-guards.pl, followed by some renaming of new guard symbols picked by the script to better ones.
