TILE-Gx was only implemented in linux-user mode, but support for this CPU
was removed from the upstream Linux kernel in 2018, and it has also been
dropped from glibc, so there is no new Linux development taking place with
this architecture. For running the old binaries, users can simply use older
versions of QEMU.

Commit 3e7a84eeccc ("Hexagon build infrastructure") added Hexagon
definitions that should be poisoned on target independent device
code, but forgot to update "exec/poison.h". Do it now.

target/foo/cpu.h to configure.

forgot to poison TARGET_FMT_lu, too. Do it now.

This shows a preexisting bug: if a KVM target did not have virtio-net enabled,
it would fail with undefined symbols when vhost was enabled. This must now
be fixed, lest targets that have no virtio-net fail to compile.

There is no known available OS for ppc around anymore that uses page
sizes below 4k, so it does not make much sense that we keep wasting
our time on building and testing the ppcemb-softmmu target. It has
been deprecated since two releases, and nobody complained, so let's
remove this now.

CONFIG_KVM is only defined for target-specific code, so nobody should
use it by accident in common code. To avoid such subtle bugs,
CONFIG_KVM is now marked as poisoned in common code. The header
include/sysemu/kvm.h is somewhat special since it is included
all over the place from common code, too, so we need some extra
logic via "#ifdef NEED_CPU_H" here to make sure that we can
compile all files without problems.
