Now that all machines call isa_vga_init() or pci_vga_init(), some unused
code can be removed.

Improve VGA selection logic, push check for device availabilty to vl.c.
Create the devices at board level unconditionally.
Remove now unused pci_try_create*() functions.
Make PCI VGA devices optional.

pci.h declares some functions which aren't
defined in pci.h. Clean up moving things
to appropriate headers, and update all users.
