Many of these should be cleaned up with proper qdev-/QOM-ification.
Right now there are many catch-all headers in include/hw/ARCH depending
on cpu.h, and this makes it necessary to compile these files per-target.
However, fixing this does not belong in these patches.

This patch change all info call back function to take
additional QDict * parameter, which allow those command
take parameter. Now it is set to NULL at default case.

This patch adds the interrupt controller of the lm32. Because the PIC is
accessed through special control registers and opcodes, there are callbacks
from the lm32 translation code to this model.
