Some of our machines (like the ARM cubieboard) use CONFIG_AHCI for an AHCI
sysbus device, but do not use CONFIG_PCI since they do not feature a PCI
bus. With CONFIG_AHCI but without CONFIG_PCI, currently linking fails:

We must only compile ich.c if CONFIG_PCI is available, too, so introduce a
new config switch for this device.

This is a common generic PCI SATA controller that is also used in PCs
but more importantly guests running on the Sam460ex board prefer this
card and have a driver for it (unlike for other SATA controllers
already emulated).

The allwinner code is only needed for the allwinner board (for which
we also have a separate CONFIG_ALLWINNER_A10 config switch), so it
does not make sense that we compile this for all the other boards
that need AHCI, too. Let's move it to a separate file that is only
compiled when CONFIG_ALLWINNER_A10 is set.

The entries for libhw* are no longer needed in .gitignore.
There is also no longer a difference between common-obj-y and
hw-obj-y, so one of those two macros is sufficient.

After this patch, the libhw* directories will have a hierarchy
that mimics the source tree. This is useful because we do have
a couple of files there that are in the top source directory.
