tcg/s390: Use load-on-condition-2 facility
This allows LOAD HALFWORD IMMEDIATE ON CONDITION, eliminating one insn in some common cases. Acked-by: Cornelia Huck <cohuck@redhat.com> Signed-off-by: Richard Henderson <rth@twiddle.net>
