target/xtensa: expose core runstall as an IRQ line
Runstall signal looks very much like a level-triggered IRQ line. Provide xtensa_get_runstall function that returns runstall IRQ. Signed-off-by: Max Filippov <jcmvbkbc@gmail.com>
