s390x/tcg: Implement rounding mode and XxC for LOAD ROUNDED
With the floating-point extension facility, LOAD ROUNDED has
a rounding mode specification and the inexact-exception control (XxC).
Handle them just like e.g. LOAD FP INTEGER.
