target-arm: fix decoding of Neon 64 bit shifts.
Fix decoding of 64 bits variants of VSHRN, VRSHRN, VQSHRN, VQSHRUN,
VQRSHRN, VQRSHRUN, taking into account whether inputs are unsigned
or not.
