Move cpu_has_work and cpu_pc_from_tb to cpu.h
Move functions cpu_has_work() and cpu_pc_from_tb() from exec.h to cpu.h. This is needed by later patches. Signed-off-by: Blue Swirl <blauwirbel@gmail.com>
