linux-user: Fix build if headers don't define _LINUX_CAPABILITY_VERSION_1
Older kernel headers don't define _LINUX_CAPABILITY_VERSION_1.
Switch to using the older _LINUX_CAPABILITY_VERSION; newer headers
still define this for source compatibility.
