ETRAX: Add NMI support to the watchdog and the interrupt controller.
* Add NMI and GURU exceptions to teh interrupt controller.
* Teach the watchdog timer to signal an NMI before reseting the chip.
* Add etraxfs.h to hold api for etrax device models.
