hw/loader: Support ramdisk with u-boot header
Introduce 'load_ramdisk()' which can load "normal" ramdisks and ramdisks
with a u-boot header.
To enable this and leverage synergies 'load_uimage()' is refactored to
accomodate this additional use case.
