hw/arm/versal: Connect the CFRAME_REG and CFRAME_BCAST_REG
Connect the Configuration Frame controller (CFRAME_REG) and the
Configuration Frame broadcast controller (CFRAME_BCAST_REG) to the
Versal machine.
