Main loop fixes/cleanup
Tidy up win32 main loop bits, allow timeout >= 1s, and force timeout to 0 if there is a pending bottom half. git-svn-id: svn://svn.savannah.nongnu.org/qemu/trunk@5577 c046a42c-6fe2-441c-8c8c-71466251a162
