The extra `bilingual_str` argument of the fatal error notifications and
`node::AbortNode()` is often unused and when used usually contains the
same string as the message argument. It also seems to be confusing,
since it is not consistently used for errors requiring user action. For
example some assumeutxo fatal errors require the user to do something,
but are not translated.
So simplify the fatal error and abort node interfaces by only passing a
translated string. This slightly changes the fatal errors displayed to
the user.
Also de-duplicate the abort error log since it is repeated in noui.cpp.

Seems odd to place the burden on test writers to hardcode the chain or
datadir path for the nodes under test.

It seems odd to return `EXIT_SUCCESS` when the node aborted
execution due a fatal internal error or any post-init problem
that triggers an unrequested shutdown.
e.g. blocks or coins db I/O errors, disconnect block failure,
failure during thread import (external blocks loading process
error), among others.

This was made obsolete by tracking the active requests and explicitly waiting for them to finish before shutdown.

The previous diff touched most files in ./test/, so bump the headers to
avoid having to touch them again for a bump later.

Pull request description:
Simply avoiding the hardcoded string in more places for consistency.
It can also allow for more easily reusing tests for other chains other than regtest.
Separated from #8994 .
Continues #16509 .
It is still not complete (ie to be complete, we need the -chain parameter in #16680 and make whether acceptnonstdtxs is allowed for that chain or not customizable for regtest [or for custom chains like in #8994 ] ). But while being incomplete like #16509 , it's quite simple to review and another step forward IMO.
