2023-06-16Remove the syscall sandboxfanquake
After initially being merged in #20487, it's no-longer clear that an internal syscall sandboxing mechanism is something that Bitcoin Core should have/maintain, especially when compared to better maintained/supported alterantives, i.e firejail. Note that given where it's used, the sandbox also gets dragged into the kernel. There is some related discussion in #24771. This should not require any sort of deprecation, as this was only ever an opt-in, experimental feature. Closes #24771.

For testing the USDT tracepoint API in the functional tests we require: - that we are on a Linux system* - that Bitcoin Core is compiled with tracepoints - that bcc and the the Python bcc module [0] is installed - that we run the tests with the required permissions** otherwise we skip the tests. *: We currently only support tracepoints on Linux. Tracepoints are not compiled on other platforms. **: Currently, we check for root permissions via getuid == 0. It's unclear if it's even possible to run the tests a non-root user with e.g. CAP_BPF, CAP_PERFMON, and access to /sys/kernel/debug/ tracing/. The functional tests and util tests both require a config file that is generated by ./configure. This commit merges those two config files into a single configuration file that can be shared by both tests. The config from config.ini is put into a Namespace object to maintain the interface with bctest.py. A future commit could change this interface to use a dictionary instead of a namespace.
