Doing these move-only commits first means the diff is mostly mechanical to review, and I just need to create a function that mirrors the single transaction validation. - We will be able to isolate and test our RBF logic alone. The class only stores the file path, reading it from a global. Globals are confusing and make testing harder. The method reading from a stream does not even use any class members, so putting it in a class is also confusing.
