To avoid dependency issues, `ValueFromAmount` is moved to `core_write.cpp`, where it also fits better. I don't move `AmountFromValue` to `core_read.cpp` at the same time, as this would have more impact due to the RPCError dependency there. Staying connected to nodes on other networks only prevents both sides from reaching consensus quickly, wastes network resources on both sides, etc. Didn't add constants to protocol.h as the code there notes that "service bits should be allocated via the BIP process". This method initializes `nLocalServices` and the other relevant values from the supplied `Options` object.
