2023-04-19move-only: Extract common/args and common/config.cpp from util/systemTheCharlatan
This is an extraction of ArgsManager related functions from util/system into their own common file. Config file related functions are moved to common/config.cpp. The background of this commit is an ongoing effort to decouple the libbitcoinkernel library from the ArgsManager. The ArgsManager belongs into the common library, since the kernel library should not depend on it. See doc/design/libraries.md for more information on this rationale.

This can't reasonably be used for globals, because clang would require every function to be annotated with `EXCLUSIVE_LOCKS_REQUIRED(!g_mutex)` for each global mutex; so this introduces a trivial `GlobalMutex` subclass of `Mutex`, and reduces the annotations for both `GlobalMutex` to `LOCKS_EXCLUDED` which only catches trivial errors (eg (`LOCK(x); LOCK(x);`). Add a new function `TestOnlyResetTimeData()` which would reset the internal state used by `GetTimeOffset()`, `GetAdjustedTime()` and `AddTimeData()`. This is needed so that unit tests that call `AddTimeData()` can restore the state in order not to confuse other tests that rely on it. Currently `timedata_tests/addtimedata` is the only test that modifies the state (via `AddTimeData()`) and also the only test that relies on that state.

This changes the logging categories to boolean flags instead of strings. This simplifies the acceptance testing by avoiding accessing a scoped static thread local pointer to a thread local set of strings. It eliminates the only use of boost::thread_specific_ptr outside of lockorder debugging. This change allows log entries to be directed to multiple categories and makes it easy to change the logging flags at runtime (e.g. via an RPC, though that isn't done by this commit.) It also eliminates the fDebug global. Configuration of unknown logging categories now produces a warning.
