2023-06-28kernel: Add fatalError method to notificationsTheCharlatan
FatalError replaces what previously was the AbortNode function in shutdown.cpp. This commit is part of the libbitcoinkernel project and further removes the shutdown's and, more generally, the kernel library's dependency on interface_ui with a kernel notification method. By removing interface_ui from the kernel library, its dependency on boost is reduced to just boost::multi_index. It seems odd to return `EXIT_SUCCESS` when the node aborted execution due a fatal internal error or any post-init problem that triggers an unrequested shutdown. e.g. blocks or coins db I/O errors, disconnect block failure, failure during thread import (external blocks loading process error), among others. This is only used in the current PR to avoid ugly `strprintf(Untranslated("%s:\n%s"), str, MakeUnorderedList(details)` boilerplate in init code. But in the future the function could be extended and more widely used to include more details in GUI error messages or display them in a more readable way, see code comment.

Replace the 200ms polling loop with a faster and more efficient waiting operation. This was tried a few times before, but given up every time because solutions use a condition variable which is not safe for use in signals as they need to be reentrant. On UNIX-ish OSes, use a safe way: a pipe. When shutdown is requested write a dummy byte to the pipe. Waiting for shutdown is a matter of a blocking read from the pipe. On Windows, there are no signals so using a condition variable is safe.

Most includers just wanted to react to pending shutdown. This isolates access to `fRequestShutdown` and limits access to the shutdown api functions, including the new `AbortShutdown` for setting it to `false`.
