In TransactionTablePriv::index, avoid calling
interfaces::Wallet::tryGetTxStatus if the status is up to date as of the most
recent NotifyBlockTip notification. Store height from the most recent
notification in a new ClientModel::cachedNumBlocks variable in order to check
this.
This avoids floods of IPC traffic from tryGetTxStatus with #10102 when there
are a lot of transactions. It might also make the GUI a little more efficient
even when there is no IPC.

Pull request description:
Fix #13299.
Since the default `nSequence` is `0xFFFFFFFE` and locktime is enabled, the checking `wtx.is_final` is meaningless until the syncing has completed (ref: #1026).
This PR makes the wallet mark a transaction "Unconfirmed" instead of misleading "Open for NNN more blocks" when syncing after a period of being offline.

This removes the `#include <boost/signals2/signal.hpp>` from `util.h` (hopefully speeding up the build time and reducing the memory usage further after #13634)
The whole translation interface is replaced by a function `G_TRANSLATION_FUN` that is set to nullptr in units that don't need translation. (Thus only set in the gui)

I thought we had removed this a long time ago, TBH, its really
confusing feedback to users that we display whether a tx was
broadcast to immediate neighbor nodes, given that has little
indication of whether the tx propagated very far.

5a5e4e9 [wallet] Remove CTransaction&() helper conversion operator from wallet implementation. (Karl-Johan Alm)
Pull request description:
The `CTransaction&()` operator in `CMerkleTx` makes conversion into `CTransaction`s transparent, but was marked as to-be-removed in favor of explicitly getting the `tx` ivar, presumably as the operator can lead to ambiguous behavior and makes the code harder to follow.
This PR removes the operator and adapts callers. This includes some cases of `static_cast<CTransaction>(wtx)` → `*wtx.tx`, which is definitely an improvement.

Add a way to quickly copy transaction hex.
Primarily useful when manually submitting transactions,
e.g. `-walletbroadcast=0` is set.

Introduce a PlatformStyle to handle platform-specific customization of
the UI.
This replaces 'scicon', as well as #ifdefs to determine whether to place
icons on buttons.
The selected PlatformStyle defaults to the platform that the application
was compiled on, but can be overridden from the command line with
`-uiplatform=<x>`.
Also fixes the warning from #6328.
