This also changes ComputeBlockVersion to take the versionbits cache
mutex once, rather than once for each versionbits deployment.

Provides DeploymentEnabled, DeploymentActiveAt, and DeploymentActiveAfter
helpers for checking the status of buried deployments. Can be overloaded
so the same syntax works for non-buried deployments, allowing future
soft forks to be changed from signalled to buried deployments without
having to touch the implementation code.
Replaces IsWitnessEnabled and IsScriptWitnessEnabled.

Therefore, we remove it manually.

Pass in chainman instead of prev_block so that we can enforce the
block.hashPrevBlock refers to prev_block invariant in the function
itself.
We should probably rethink BlockAssembler's API and somehow include
commitment regeneration functionality in there. Something like a variant
of CreateNewBlock that takes in a std::vector<TxRef> and return a CBlock
instead of CBlockTemplate. That could avoid reaching for
LookupBlockIndex at all.

Update the help string to remove "flags", which is not specified in
BIP 22.

Split CValidationState into TxValidationState and BlockValidationState
to store validation results for transactions and blocks respectively.

- `util/url.cpp` takes `urlDecode` from `httpserver.cpp`
- `util/error.cpp` takes `TransactionErrorString` from

It seems odd to clutter validation code with features that can only ever be used for testing (testnet or regtest). Removing that test-only code makes the mempool logic less painful to understand and easier to reason about when changed or refactored in the future.

The blockmaxsize option was marked as deprecated in V0.15.1, and code
was added to convert provided blockmaxsize into blockmaxweight. However,
this code was incorrectly implemented, and blockmaxsize was silently
ignored.
No users have complained about blockmaxsize being ignored, so just
remove it in V0.17.

Transaction selection for mining tracks ancestor feerates that are
modified based on transactions that have already been selected. This
commit de-duplicates the code so that the ancestor feerate sorting used
by the mempool can also be directly applied to the miner.
