In glib 2.13 memcpy was changed such that the way it copied bytes was reversed.
This caused all sorts of issues for existing software, which depended on the
existing behavior (when they should have been using memmove). See:

Now that we require glibc 2.17+ (#17538), we should be well clear of having to
maintain our memcpy -> memmove aliasing, which was introduced in #4339.

if we set the `/Zc:__cplusplus` switch in additional options, MSVC will

As is, this sanity check doesn't seem to be testing fdelt_chk, because
passing a value of "0" to FD_SET wont cause the compiler to insert any
calls to fdelt_chk().
The documentation is a little misleading. If we actually triggered fdelt_chk
at runtime, bitcoind would abort. I think this check would be better replaced
(if possible) by additional checks in security-check.py.
The compiler may insert a call to fdelt_warn() (aliased with fdelt_chk
in glibc) at compile time if it can determine that an invalid value is
being passed to FD_SET.
These checks are essentially; value < 0 or value >= FD_SETSIZE along
with a check for wether the value is a compile time constant.
If the compiler can determine an invalid value is being passed, a call
to fdelt_warn will be inserted. Passing 0 should never cause a call to
be inserted.
You can check this after compiling:

To test, you could modify this test to pass -1 to FD_SET, and check
that a call to fdelt_warn() is inserted, and that running bitcoind

Now that we require glibc 2.17 or later, we no longer need to check for
different return types in fdelt_chk. It was changed from unsigned long
int to long int in glibc 2.16 . See this commit:

This was originally added in #9366 to fix the gui build, as
Protobuf would also define these macros. Now that we're no-longer
using Protobuf, remove the additional check.

SmartOS FD_ZERO is implemented in a way that requires
an external declaration of memcpy. We can not simply
include cstring in the existing file because
sanity_test_memcpy is attempting to replace memcpy, but we can do
so here, now that the fdelt test is split out.

While this isn't a supported build configuration, some build
systems need to build without going through our autotools steps,
so defaulting to something sane may make it easier to build.
Specifically, this fixes the inability to build
rust-bitcoinconsensus on some non-x86 platforms. It needs to build
without our autotools/configure steps to ensure correct compile
args are passed from the rust build system to gcc. Converting the
args from the rust build system to gcc would be a lot of
unmaintainable work.

Backwards-compatibility for libstdc++ is not limited to straightforward abi
changes. Symbol visibility also needs to be taken into consideration, and
that really can't be addressed simply.
Instead, just static-link libstdc++ for backwards-compat.

bitcoin-config.h moved, but the old file is likely to still exist when
reconfiguring or switching branches. This would've caused files to not rebuild
correctly, and other strange problems.
Make the path explicit so that the old one cannot be found.
Core libs use config/bitcoin-config.h.
Libs (like crypto) which don't want access to bitcoin's headers continue
to use -Iconfig and #include bitcoin-config.h.
