J. van der Laan) Pull request description: Closes #20239 and mitigates my node's problem in #21351. - Add a few hardcoded seeds for TorV3 - As the [bitcoin-seeder](https://github.com/sipa/bitcoin-seeder) doesn't collect TorV3 addresses yet, I have extracted these from my own node using [a script](https://gist.github.com/laanwj/b3d7b01ef61ce07c2eff0a72a6b90183) and added them manually. This is intended to be a temporary stop gap until 22.0's seeds update. - Change hardcoded seeds to variable length BIP155 binary format. - It is stored as a single serialized blob in a byte array, instead of pseudo-IPv6 address slots. This is more flexible and, assuming most of the list is IPv4, more compact. - Only the (networkID, addr, port) subset (CService). Services and time are construed on the fly as before. - Change input format for `nodes_*.txt`. - Drop legacy `0xAABBCCDD` format for IPv4. It is never generated by `makeseeds.py`. - Stop interpreting lack of port as default port, interpret it as 'no port', to accomodate I2P and other port-less protocols (not handled in this PR). An explicit port is always generated by `makeseeds.py` so in practice this makes no difference right now. A follow-up to this PR could do the same for I2P. The existing system relies on a series of independent flags, then has asserts scattered around to ensure that conflicting flags are not enabled at the same time. I find this approach to be both brittle and confusing. While making these changes, I found a small bug due to the silent assumptions. This PR also proposes a rename from `OneShot` to `AddrFetch`. I find the name `OneShot` to be very confusing, especially when we also have `onetry` manual connections. Everyone I've talked to offline has agreed that the name is confusing, so I propose a potential alternative. I think this is a good opportunity for a rename since I'm creating an enum to explicitly define the connection types. (some context for the unfamiliar: `oneshot` or `addrfetch` connections are short-lived connections created on startup. They connect to the seed peers, send a `getaddr` to solicit addresses, then close the connection.) Overview of this PR: * rename `oneshot` to `addrfetch` * introduce `ConnectionType` enum * one by one, add different connection types to the enum * expose the `conn_type` on CNode, and use this to reduce reliance on flags (& asserts) * fix the bug in counting different type of connections * some additional cleanup to simplify logic and make expectations explicit/inclusive rather than implicit/exclusive. This commit was a fix to `m_assumed_blockchain_size` reverted from 3fc2063's 220 to 9d0e528's 200 since work on 9d0e528 was being done in parallel and ended up reverting `m_assumed_blockchain_size`. This commits is now a intended to be a bump of `m_assumed_blockchain_size` for both mainnet and testnet for new reasonable values.

Mostly, I layed out the concept to open the PR for refinement and getting feedback if the approach is okay. Changes are expected. Two points: - The values for both new consts `TESTNET_BLOCK_CHAIN_SIZE` and `TESTNET_CHAIN_STATE_SIZE` is certainly not optimal; I just checked the size of my testnet3 related dirs and set them to little bit higher values. Which values should be used? - Should we do something like this to regtest? Or these "niceties" do not matter when on regtest? Thanks!
