Pull request description:
This introduces a framework for specialized double-SHA256 with 64 byte inputs. 4 different implementations are provided:
* Generic C++ (reusing the normal SHA256 code)
* Specialized C++ for 64-byte inputs, but no special instructions
* 4-way using SSE4.1 intrinsics
* 8-way using AVX2 intrinsics
On my own system (AVX2 capable), I get these benchmarks for computing the Merkle root of 9001 leaves (supported lengths / special instructions / parallellism):
* 7.2 ms with varsize/naive/1way (master, non-SSE4 hardware)
* 5.8 ms with size64/naive/1way (this PR, non-SSE4 capable systems)
* 4.8 ms with varsize/SSE4/1way (master, SSE4 hardware)
* 2.9 ms with size64/SSE4/4way (this PR, SSE4 hardware)
* 1.1 ms with size64/AVX2/8way (this PR, AVX2 hardware)

Unlike Qt5, the Qt4 signals implementation doesn't allow a signal to be
directly connected to a c++ lambda expression. Work around this by defining a
Callback QObject with a virtual method that can forward calls to a closure.

Without this patch:
- When I compile the GUI from the bitcoin directory itself, it works as
expected.
- When I build the GUI in an out-of-tree build, I cannot get it to
select tabs. When I click, say the "Receive" tab nothing happens,
the button selects but it doesn't switch the page. The rest - even
the debug window - seems to work.

This turned out to be caused by a mismatch in the arguments to moc,
preventing it from finding `bitcoin-config.h`. Fix this by passing
`$(DEFAULT_INCLUDES)` to it, which gets set to the appropriate
path by autoconf itself.

Ubuntu 16.04 "xenial xerus" does not come with Python 2.x by default.
It is possible to install a python-2.7 package, but this has its own
problem: no `python` or `python2` symlink (see #7717).
This fixes the following scripts to work with python 3:
- `make check` (bctest,py, bitcoin-util-test.py)
- `make translate` (extract_strings_qt.py)
- `make symbols-check` (symbol-check.py)
- `make security-check` (security-check.py)
Explicitly call the python commands using $(PYTHON) instead
of relying on the interpreter line at the top of the scripts.
