Now that we are using Focal for gitian builds, and have NSIS 3.0+
available (also in Guix), we can create installers that support unicode.
Unicode is only becoming the default beginning with the 3.07 release,
https://nsis.sourceforge.io/Docs/AppendixF.html#v3.07-cl,
so we need to set this attribute to get support.

Fixes some typos that cause gitian to fail to make the installers.

Removes the leading 0 from the version number. The minor version, which
we had been using as the major version, is now the major version. The
revision, which we had been using as the minor version, is now the minor
version. The revision number is dropped. The build number is promoted to
being part of the version number. This also avoids issues where it was
accidentally not included in the version number.
The CLIENT_VERSION remains the same format as previous as previously,
the Major version was 0 so that was never a factor in CLIENT_VERSION.

Previously, we would specify the makensis output file path twice:
1. At the top of Makefile.am as BITCOIN_WIN_INSTALLER, and
2. In share/setup.nsi.ini
This commit uses the -X flag of makensis to eliminate the need for the
second instance mentioned above, referring makensis directly to the
value of BITCOIN_WIN_INSTALLER

Pull request description:
Otherwise, the generated Makefile is included in the NSIS-installed documentation, which can lead to non-determinism (eg, if gawk is installed on some build VMs, but others only have mawk)
(gawk is part of the standard Ubuntu bionic server install, but for some reason missing on many other developers' build VMs.)
(Branch is safe to merge cleanly into 0.14-0.17 branches also)
Testing requested. I have a separate `fix_nsis_makefile` branch directly on the `v0.17.0rc1` tag, which produces for me (with gawk installed):

The Bitcoin Core NSIS script runs with elevated privileges. Unfortunately, this means that it launches Bitcoin Core itself with elevated privileges when the user chooses to launch Bitcoin Core at the end of the installation procedure. This commit works around the issue by having explorer.exe launch Bitcoin Core. Seems to be a similar approach to what http://nsis.sourceforge.net/ShellExecAsUser_plug-in does, but without a plugin.

The NSIS script tried to delete wxwidgets-based executables/locales. These files are ancient, and presumably no users have them anymore, so we can simplify the NSIS script by removing those lines.

Replaces the hardcoded string "bitcoin" with the autoconf variable PACKAGE_TARNAME; fixes #7265.
Places where I chose not to replace:
1. bitcoin.ico wasn't replaced because it doesn't seem to be relevant to the build system and its filename never affects the end user.
2. InstallDir wasn't replaced because the current text has an uppercase B, and I'm not sure of a good way to capitalize the result of PACKAGE_TARNAME.
3. A comment in the Main Installer section wasn't replaced because comments don't ever face the end user.
4. The registry value "URL:Bitcoin" wasn't replaced for the same reason as InstallDir.
5. Startup shortcut wasn't replaced for the same reason as InstallDir.
All other appearances of "bitcoin" were replaced with PACKAGE_TARNAME, except for the bin names, which were instead replaced with the new bin name autoconf variables.
