Now that we require macOS `10.12` as a minimum (#17550), we can remove the startup item code entirely. The API we were using, `LSSharedFileListItemCopyResolvedURL`, `LSSharedFileListCopySnapshot` etc, was removed in macOS `10.12` SDK.
