With OpenBSD 7.3, the waitid(2) system call is implemented (see
https://github.com/openbsd/src/commit/8112871f19bbd25e86c93d0f901071ca2335a352).
This means Boost.Process finally doesn't fail to compile anymore and we
can remove the build hint about missing external signer support. Tested
on my amd64 machine by reconfiguring / rebuilding master branch and
successfully running the functional test wallet_signer.py.

Now that we can build a bdb-only depends prefix, there is no need to
maintain a bdb-building bash script, that does the same things as
depends, except worse, as it's missing patches and workarounds. i.e #26623.

Since the Boost.Process usage check was added to the build system
(commit abc057c6030b2a0ddab46835a7801054da677781), passing the option
`--disable-external-signer` explicitly is not needed anymore on OpenBSD;
The configure script will automatically detect that including
<boost/process.hpp> leads to a compile error and disable external signer
support accordingly.

Removes redundant notes for setting CC & CXX now that Clang is well and
truly the base compiler.
Cleans up the wallet docs, i.e #23446.
Make the notes more similar to FreeBSD.

If we require Python for the test framework, we should also require
bash. It is required for the linters and other scripts and does not
comes in a default OpenBSD installation.

While #19559 has been fixed upstream, it makes sense to not only
recommend using `CC_FOR_BUILD`here until the fix is pulled in as
part of our next libsecp update, but after discussing with Cory,
he suggested we should be setting this on OpenBSD (which still has
the an ancient GCC) regardless.

There is no more need to install a compiler. This simplifies
instructions a lot.
|

Instead of maintaining not-easily-tested instructions for building BerkeleyDB
in doc/build-unix.md, package the installation as a script in contrib/. This
allows shared usage from a number of contexts, e.g. Docker.

As @fanquake mentioned in #8639, this should probably be a file in `doc/`, so I went ahead and pulled the issue text via the github API and dumped it into a file. No modifications made, except one spelling fix. This makes the info easier to find, and it will get a proper version history, too.

Re-try with most recent versions, and use BDB_CFLAGS/BDB_LIBS to
directly point at BerkeleyDB instead of CPPFLAGS hacks.

- Python 3 now supported.
- Bump boost version to 1.61 - one boost patch no longer needed.
- All checked with OpenBSD 5.9, except for the clang part, I left this
as-is for someone adventurous.
- Mention overriding resource limits, OpenBSD's default ulimit does not
suffice for building Bitcoin Core with gcc 4.9.3.
