[tools] Add wallet inspection and modification tool
This commit adds wallet-tool, a tool for creating and interacting with
wallet files. Original implementation was by Jonas Schnelli
<dev@jonasschnelli.ch> with modifications by John Newbery
<john@johnnewbery.com>
