refactor: Propagate negative `!m_tx_relay_mutex` capability
Could be verified with
$ ./configure CC=clang CXX=clang++ CXXFLAGS='-Wthread-safety -Wthread-safety-negative'
$ make clean
$ make 2>&1 | grep m_tx_relay_mutex
