refactoring: FlushStateToDisk -> CChainState
Also renames global methods for clarity:
- ::FlushStateToDisk() -> CChainState::ForceFlushStateToDisk()
- This performs an unconditional flush.
- ::PruneAndFlush() -> CChainState::PruneAndFlush()
