[wallet] Refactor to use new MIN_CHANGE
* Introduce new constant MIN_CHANGE and use it instead of the hardcoded "CENT" * Add test case for MIN_CHANGE * Introduce new constant for -mintxfee default: DEFAULT_TRANSACTION_MINFEE = 1000
