Introduce a fee estimate mode.
GetMinimumFee now passes the conservative argument into estimateSmartFee.
Call CalculateEstimateType(mode) before calling GetMinimumFee or estimateSmartFee to determine the value of this argument.
CCoinControl can now be used to control this mode.
