python3-pyproject-api (API to interact with pyproject.toml projects)

pyproject-api aims to abstract away interaction with pyproject.toml
style projects in a flexible way.

NOTE: 1.5.3 is the latest version until python/python3-hatchling is
updated to version 1.18 or newer.
