When available, we'd like to be able to access the DeviceState
when registering a savevm. For buses with a get_dev_path()
function, this will allow us to create more unique savevm
id strings.

In the very least, a change like this requires discussion on the list.
The naming convention is goofy and it causes a massive merge problem. Something
like this _must_ be presented on the list first so people can provide input
and cope with it.

It is only used in mips softmmu, compile only there.
it_shift field was only used for vga_isa_mm, move it from VGACommonState
to ISAVGAMMstate.
