target/arm: Widen NeonGenNarrowEnvFn return to 64 bits
While these functions really do return a 32-bit value, widening the return type means that we need do less marshalling between TCG types. Remove NeonGenNarrowEnvFn typedef; add NeonGenOne64OpEnvFn.
