target-mips: get rid of MIPS_DEBUG_SIGN_EXTENSIONS
MIPS_DEBUG_SIGN_EXTENSIONS was used sometimes ago to verify that 32-bit
instructions correctly sign extend their results. It's now not need
anymore, remove it.
